Subsoil users grateful for regulation of tree felling within developing deposits

  On 18 June 2025, the Cabinet of Ministers of Ukraine introduced amendments to a number of resolutions governing the special use of forest resources. In particular, Resolution No. 105 of the Cabinet of Ministers, which approves the Procedure for Tree and Shrub Felling and Use of the Obtained Timber, dated 4 February 2023 (hereinafter referred to as “Procedure No. 105”), was significantly revised. Since 2023, experts from the Subsoil Use Committee of the European Business Association have repeatedly emphasised the need to refine Procedure No. 105. The previous version of the document did not provide for the possibility of tree felling during the implementation of agreements on the exploration and extraction of mineral resources. This created obstacles to the full use of land plots held by subsoil users under special permits. The European Business Association expresses its gratitude to the Cabinet of Ministers of Ukraine, the Ministry of Environmental Protection and Natural Resources of Ukraine, and the State Forest Resources Agency for amending Procedure No. 105 and taking the position of the business community into account. These changes will allow subsoil users to more effectively implement investment projects in areas covered by forest vegetation. In turn, this will support the development of the sector and ensure a balance between business interests and environmental protection.
