Business achievements of the week

04/ 12/ 2020
The current week has been full not only of business meetings but also of the positive regulatory changes that the EBA community has been waiting for. Thus, we have some important achievements in the field of logistics, energy, food, and agrochemical industries. In brief: 1. The Verkhovna Rada of Ukraine has launched a reform of river transport Today, the Verkhovna Rada of Ukraine in the second reading adopted the long-awaited draft law №1182-1-d “On Inland Water Transport”. For more than 10 years, the business has been waiting for a sectoral draft law for the development of Ukraine’s inland waterways. We sincerely hope that the adopted draft law will allow reviving the river industry and including river transport in the system of multimodal transport and the network of priority transport routes. It is also an important step towards fulfilling the commitments on the development of inland waterways under the Association Agreement with the EU. 2. The Verkhovna Rada unblocked the feed market The Verkhovna Rada generally supported the draft Law №3672 on Amendments to the Final Provisions of the Law on Food Safety and Hygiene to stabilize the feed market. This draft law will allow unblocking temporarily the situation that has developed because Ukraine has not yet completed the transfer from the previous feed registration procedure to the new one which complies with the EU standards. The EBA will continue to make efforts to prepare and adopt all regulations necessary for the proper implementation of the Law of Ukraine On Food Safety and Hygiene, the establishment of the State Register of Feed Additives, and the system of state registration of feed additives. 3. The Verkhovna Rada supported the draft law №2289 in the first reading The Verkhovna Rada of Ukraine supported in the first reading the draft Law №2289 on Amendments to Article 4 of the Law of Ukraine On Pesticides and Agrochemicals on Import of Pesticides into the Customs Territory of Ukraine, which should allow access of innovative PPPs to the Ukrainian market. We sincerely hope that this draft law will be prepared for the vote as a whole as soon as possible. 4. Ukraine will implement the European maintenance model of gas supply systems in apartment buildings  The Verkhovna Rada of Ukraine adopted the draft Law On Amendments to Certain Laws of Ukraine Concerning the Settlement of Certain Issues in the Sphere of Provision of Housing and Communal Services. The draft law provided a solution, in particular, to the issue of maintenance of indoor gas supply systems in apartment buildings, the importance of which was repeatedly pointed out by the European Business Association. The European Business Association thanks the peoples deputies for the decisions taken, as well as the Ministry of Infrastructure of Ukraine and the Ministry for Development of Economy Trade and Agriculture for their comprehensive assistance in developing important decisions. We hope that the positive trend for progressive changes will continue!
