Advocacy achievements of the week

  The first week of August was without breakthroughs for business, but the work continued on a range of issues. This week, the EBA business community met with Oleksiy Lyubchenko, the Minister of Economy - the First Deputy Prime Minister of Ukraine, and his team, as well as with the leadership of the Antimonopoly Committee of Ukraine. Besides, one positive piece of news should be noted in the field of corporate social responsibility. Business met with the Minister of Economy During the meeting, Mr. Lyubchenko shared the Ministry’s plans for the reform of the employment system, which provides, in particular, the modernization of the Labor Code. He also stressed the importance of macroeconomic stability and the predictability of fiscal policy. Business representatives also had the opportunity to get answers to their questions on improving legislation in the field of e-commerce, state regulation of fuel prices, reducing the tax burden on the payroll, updating the calculation of average wages, combating the gray grain market, resuming trade with Belarus, etc. Business discussed with the AMCU the problem of the illegal fuel market in Ukraine According to business estimates, in Ukraine, the volumes of illegal sales of diesel fuel, gasoline, and liquefied gas are 19%, 25%, and 34%, respectively, and tend to increase. Most of this fuel is sold in violation of technical conditions and causes a significant shortfall in the state and local budgets, costing them about 20 billion hryvnias annually. Therefore, the business voiced its concerns to the AMCU regarding the situation on the fuel market and hopes that the authority will help restore a level playing field within its competence. It will be simpler for companies to employ people with disabilities This week, the Cabinet of Ministers approved the Action Plan for 2021 and 2022 for the implementation of the National Strategy for the Barrier-free Ukraine 2030. The document implies the creation of mechanisms to increase the employment of people with disabilities, digitalization of some administrative services for employment of people with disabilities (registration of employers in the territorial offices of the Social Protection Fund and reporting services), improving transparency of all processes and procedures of the Social Protection Fund, etc. It is worth noting that the main proposals in the Action Plan from the business were included in the final version of the document. At the same time, the community of the Association hopes that as early as September, the consolidation of all related documents into one draft law on the employment of people with disabilities will be resumed.
