The first meeting of the EBA Subsoil Use Committee was held

On September 23, there was the first meeting of the EBA Subsoil Use Committee which was recently launched on the platform of the European Business Association. Over the centuries, Ukraine has accumulated a variety of minerals on its territory which makes it one of the leading mineral-raw countries in the world. To date, thousands of industrially crucial mineral deposits have been discovered. This means a huge potential, particularly the investment one. Therefore, the Committee’s goals include uniting subsoil users, forming a high-quality dialogue between all companies of the industry and state authorities, exchanging information, and protecting business interests. At the meeting, the Committee defined its plan of priority actions: Holding meetings with representatives of key state authorities in order to discuss and combine visions on ways to reform the subsoil use industry; Analyzing current legal acts for the further discussion of proposals to improve the industry and solve current problems of subsoil users; Developing the White Paper with proposals for reforming the industry, because we believe that subsoil use is a promising sector of the Ukrainian economy, which will become the engine of Ukraines immediate recovery after the victory. Therefore, the EBA will also be a platform for subsoil user companies to discuss current problems and exchange experiences with the aim of reforming and increasing the investment attractiveness of the industry. Today, it is more important than ever to respond quickly to proposed legislative changes and offer quality solutions. That is why the priority of the Committee′s activities will be to initiate the development and implementation of new legislation that will meet the requirements of European integration and the best global practices with the mandatory use of digital technologies. Normative legal acts were often developed without inner coordination, so some may contradict others. Changes were made 6 times to Resolution of CMU No. 615 On Approval of the Procedure for Granting Special Permits for the Use of Subsoil during the last two years only. Therefore, we believe that this and other issues of the industry should be solved systematically to ensure the predictability and effectiveness of subsoil exploitation activities. Currently, the Committee unites 10 companies that extract minerals, are professional advisers in the field of subsoil use, and have a common vision of transforming the industry into an investment-attractive branch of the Ukrainian economy. At the meeting, the Committee defined its plan of priority actions:
