In-year government performance through the eyes of business

  Today, March 4, marks one year since the establishment of the current composition of the Cabinet of Ministers of Ukraine chaired by Denys Shmyhal, Prime Minister of Ukraine. Undoubtedly, during the year the Government had to work in extremely difficult conditions as the coronavirus pandemic posed a real challenge to the medical system, economic and social sphere, business, and public welfare. Under such conditions, the Government still managed to work on ongoing initiatives and make important decisions in favor of business. Thus, the EBA community notes important positive moments and changes over the past year. This list is not exhaustive, but the most important thing is that we thank the Government for the openness to dialogue and cooperation, and we hope that this trend will continue in the future with even greater achievements in creating a favorable business climate in our country. Quarantine restrictions We are grateful to the Government for maintaining a constant and open dialogue with the community during the year, as the business representatives actively expressed their position on the expediency of introducing quarantine restrictions which were reflected in the Government Resolutions, at least in part. Moratorium on inspections The business also noted positively the Governments decision to introduce a moratorium on inspections during quarantine, as well as the abolition of fines for late submission of tax returns, in order to reduce the burden on business during quarantine, at least to some extent. Price increase declaration  We are grateful that the Government has taken into account the negative experience of regulating margins on socially significant goods and introduced the declaration of price increases. At the same time, in order to simplify the administration, we hope for the prompt adoption of appropriate changes. Software registrars of settlement operations (RSO) We are grateful for the development of an API that allows replacing RSOs with smartphones, and we hope for the widespread introduction of software RSOs in order to establish a level playing field for the whole business community. Privatization of distilleries The privatization of distilleries contributed an additional 1 billion hryvnias to the state budget. Thus, the business hopes that the continuation of privatization will bring the alcohol industry out of the shadows. Fight against the illegal market of alcoholic beverages We hope that the current achievements of the State Fiscal Service will be multiplied and the rules of online trade in alcoholic beverages will finally be approved. Implementation of the AEO status (authorized economic operator at customs) The introduction of AEO significantly optimizes the process of customs clearance of goods for transparent and legal business and accelerates the implementation of export-import operations. Improved technical regulation We thank the Government for continuing its course to simplify non-tariff barriers to trade, including the harmonization of Ukrainian technical regulations with EU requirements. We hope for the successful completion of the EU assessment mission and the conclusion of the ACAA on the so-called visa-free regime for industries. Memorandum with RES producers  Business is grateful for reaching a compromise position between the state and green electricity producers in order to maintain the investment attractiveness of the industry and its further development. Ukraines active participation in the European Green Deal Thanks to the coordinated work of the Government, Ukraine became one of the first countries to officially support the EU in promoting the European green course and began negotiations on the inclusion of our country in this new policy. We hope that in a year the list of things that business can thank the Government for will increase significantly. This list is not exhaustive, but the most important thing is that we thank the Government for the openness to dialogue and cooperation, and we hope that this trend will continue in the future with even greater achievements in creating a favorable business climate in our country.

We are grateful to the Government for maintaining a constant and open dialogue with the community during the year, as the business representatives actively expressed their position on the expediency of introducing quarantine restrictions which were reflected in the Government Resolutions, at least in part.
