The debt issues on the natural gas market should be resolved before the heating season, – EBA

  Currently, there is a crisis situation in the gas sector of Ukraine related to the accumulation and increase of debts for the consumed natural gas along the entire gas supply chain to the population and heat-producing enterprises (HPEs). According to the EBA Energy Committee experts, currently, the debt amounts to more than 100 billion hryvnias. On September 3, the EBA Energy Committee held an open expert meeting on Debt crisis on the natural gas market – the economic aspect of the solution with the participation of the People Deputies of Ukraine, representatives of the Cabinet of Ministers, representatives of HPEs, gas companies, and market experts. During the open discussion, the market participants were able to professionally debate the issue and confirmed the existence of a significant amount of debt on the gas market. Thus, the experts singled out the following main reasons that have caused such a significant accumulation of debt: - miscalculations in state decisions of previous years, namely, the establishment of not entirely reasonable norms of gas consumption and the ban on billing consumers for gas volumes, reduced to standard conditions; - tariffs for heat producers for the population that do not cover the costs of its production, which makes their economic feasibility questionable; - economically unreasonable tariffs for gas distribution system operators. The existence and significant increase in debt have a negative impact on the financial condition of all market participants throughout the gas supply chain for the population. This problem needs special attention on the eve of the heating season because it is extremely important to ensure a stable financial condition of HPEs and prevent an additional financial burden on the population. In particular, consider mechanisms for such settlement, including compensation under certain conditions for mutual settlements between market participants. Therefore, the European Business Association pays special attention to the debt on the natural gas market. Business calls on People Deputies to resolve this issue as soon as possible, given the approaching heating season and the inadmissibility of shifting debts between market participants to the population.
