Subsoil experts discussed current issues with the State Labour Service

  On May 9, representatives of the Subsoil Use Committee of the European Business Association met with the State Labour Service of Ukraine. During the meeting, Ihor Dehnera, Head of the State Labour Service, assured the business community of the authority’s readiness to continue a constructive dialogue and improve the work of the supervisory body. In particular, the meeting addressed the following issues: informing the State Labour Service about plans for mining development; approval and coordination of pilot industrial development projects; coordination of pilot projects for the development of groundwater deposits, among others. Additionally, the participants discussed the regulatory direction, which is a crucial part of the State Labour Service’s work. Business representatives expressed concern over the lack of specific regulatory acts governing geological exploration works involving pilot development of groundwater deposits. This regulatory gap creates legal uncertainty and complicates the development and approval process for such projects. During the meeting, participants agreed that the State Labour Service would develop roadmaps and communicate them clearly to subsoil users in order to avoid misinterpretation. Special thanks to Oleg Nelen, Head of the Mining Supervision Department at the State Labour Service, who provided expert responses to all business questions and emphasized the importance of prompt responses to market participants inquiries.
