EBA calls for import duty and VAT exemption for power transformers

The European Business Association has sent an official letter to the First Deputy Prime Minister of Ukraine and Minister of Energy of Ukraine, calling for the temporary exemption of certain types of power transformers from import duty and VAT. Amid continued attacks on Ukraine’s energy infrastructure, power transformers remain critically important equipment for the generation, transmission, and distribution of electricity. The rapid restoration of damaged facilities requires swift access to such equipment. At the same time, domestic manufacturers do not provide the full range of required transformer types and classes and are operating at high production capacity utilisation, which limits their ability to quickly replace damaged equipment. Under these circumstances, imports effectively remain the only viable option. Against this backdrop, exempting transformer imports from VAT and import duty would represent an important anti-crisis measure that could accelerate the recovery of the energy system, reduce financial pressure on energy companies, and strengthen the resilience of Ukraine’s integrated power system. The Association calls for consideration of the necessary legislative amendments to ensure the prompt restoration of energy infrastructure and enhance the country’s energy security.
