Business asks to resolve the issue of accuracy and reliability of natural gas accounting

  Currently, Ukraine faces a problem caused by the fact that the vast majority of gas meters installed in households are not equipped with devices to bring the measured volume of gas to standard conditions, resulting in the need to use an appropriate method of adjusting the measured value of the gas volume. Thus, the existing method of bringing gas to standard conditions does not take into account fluctuations in ambient temperature and atmospheric pressure, as well as features of the geographical location of the consumer, especially atmospheric pressure, altitude, and so on. Besides, according to the EBA member companies, the issues of bringing gas to standard conditions on the so-called meters with directive adjustment remain unresolved (according to business representatives, about 2 million such meters are used by consumers). The State Enterprise All-Ukrainian State Research and Production Center for Standardization, Metrology, Certification, and Consumer Protection in cooperation with other leading scientific institutions of Ukraine developed a metrology instruction Methods of conversion to standard conditions of natural gas volumes measured by household gas meters №МВ001-39-202. The abovementioned Methodology corresponds to the European practice and establishes a single algorithm for the calculation methodology and procedure for applying correction factors to convert gas volumes measured by meters to standard conditions on a daily basis, in accordance with the Law. Given Ukraines transition to daily balancing, the growth of natural gas consumption in the municipal sphere, including trends in climate change (reduction of the climatic duration of winter and increase of average monthly temperatures) practical implementation of the Methodology allows increasing the accuracy of natural gas metering for household consumers. The method will apply to the measurement of gas volume using gas meters regardless of the built-in temperature conversion devices and will establish uniform requirements for the method of calculation and procedure for applying correction factors to convert gas meters measured to standard conditions in accordance with the Law. Besides, the application of the Methodology will help to resolve the issue of accuracy and reliability of natural gas accounting, as well as help reduce existing imbalances in the market.
