10 business priorities for the Ministry of Energy

  The European Business Association extends its warm congratulations to Svitlana Hrynchuk on her appointment as the Minister of Energy of Ukraine and expresses hope for the continuation of a systematic and constructive cooperation between the state and business in shaping energy policy. The energy sector is critical to Ukraine’s economic stability, national security, and integration into the broader European space. Therefore, a constructive dialogue between government authorities and the business community is of vital importance. In this context, EBA member companies would like to share with the Ministry of Energy a set of proposals and initiatives that deserve focused attention: Addressing long-standing debts in the energy sector, particularly on the balancing market. Streamlining permitting procedures (construction, environmental, etc.) and implementing other measures outlined in the Action Plan for Deregulation and Improving the Business Climate. Extending tax incentives for the import of energy equipment. Introducing tax incentives for the import of equipment for wind power plants. Aligning electricity market price caps with European levels. Stimulating the domestic market for guarantees of origin for electricity and ensuring their recognition by EU countries. Postponing the full implementation of the CBAM for electricity imports from Ukraine until actual market coupling with the EU is achieved, in order to avoid the risk of losing competitiveness on external markets. Integrating the energy markets of Ukraine and the EU. Protecting and restoring the country’s energy infrastructure. Supporting initiatives aimed at enhancing the investment attractiveness of Ukraine’s energy sector. These proposals are the result of a thorough analysis of the current challenges facing the business community. They are intended to contribute to the development of a balanced, transparent, and investment-friendly model for the operation of Ukraine’s energy sector. Business sincerely hopes that these suggestions will be taken into account by the Ministry’s team. For its part, the EBA stands ready to contribute to the development of solutions that will ensure the sustainable development of the energy sector and its alignment with European standards.
