Launch of the Electronic Register of Hazardous Factors: business concerned about duplication of procedures

  From 1 July 2025, Ukraine will launch the electronic system of the State Register of Hazardous Factors. This system is intended to operate temporarily – until 1 March 2030. Business representatives have expressed concern about the potential duplication of requirements already covered by the REACH technical regulation, which obliges companies to submit information on the hazardous properties of chemical substances to the Ministry of Environmental Protection. Simultaneous compliance with the provisions of the new Procedure for State Registration of Hazardous Factors and existing technical regulations may result in duplicate document submissions, leading to additional administrative burdens for both businesses and government authorities – in particular, the Ministry of Health of Ukraine (MoH). Other technical regulations also remain in force, such as the CLP Regulation and the RoHS Regulation, which already govern the circulation of chemical products and electronic equipment. According to business representatives, the European Union does not require a separate procedure for the registration of hazardous factors or a similar set of documents as stipulated by the Procedure for submission to the MoH. The business community has submitted an official appeal to the Ministry of Health and hopes that its position will be taken into account during the further implementation of the provisions of the Procedure for State Registration of Hazardous Factors.
