The state funding for medical guarantees should be increased

  Yesterday, March 30, Dmytro Lurye, EBA Health Care Committee Manager, took part in an online conference with business and pharmaceutical associations Summaries of the pharmaceutical sector in the turbulent 2020, prospects and plans for 2021. During the event, participants presented an overview, statistics, and trends of the pharmaceutical market for 2020 and shared their vision of the market and its separate segments in 2021. We also discussed the importance of market stabilization and the development of the state program of medical guarantees. First of all, it is necessary to tackle problems with the implementation of the GMP compliance confirmation, which is currently inconsistent with European practices and creates a major bureaucratic barrier. Also, despite the increase of up to 25% in the public funding of medicines provision, according to the SMD analysis, this figure still does not correspond to the level of 70-75% in the reference countries and EU countries. The Health Care Committee also calls on the state to develop a Strategy for the Further Development of the reimbursement program “Affordable Medicines”. When creating the Strategy, it is necessary to identify priority areas for further expansion of the program on the list of medicines and its financing, as well as a general understanding of the program development. Also, we need to consider granting the State Enterprise Medical Procurement of Ukraine with the status of a Centralized Procurement Organization for the procurement of medicines by health care institution as from April 1, 2021, procurement of a range of medicines under the NHSU Medical Guarantee Program was transferred to this SE. Besides, we deem it important that the Ministry of Health of Ukraine continues the elaboration of mechanisms for access to the market of medicines, including innovative drugs, the further development of procedures for the assessment of medical technologies, controlled access agreements, updating the National List of Medicines, said Dmytro Lurye during the event.
