Business discussed the issues of eurointegration in the pharmaceutical industry with the Ministry of Health

  On December 2, 2021, the EBA Health Care Committee representatives met with Deputy Minister of Health of Ukraine for European Integration – Mr. Oleksiy Yaremenko, and Acting Director-General of the Directorate of Pharmaceutical Supply – Mr. Ivan Zadvornykh. There was discussion of the application of European Union legislation and practices in the medical and pharmaceutical spheres, the state of implementation of the Association Agreement between Ukraine and the European Union, as well as the drafting of a draft Health Strategy for 2030. Thus, the Ministry of Health of Ukraine is currently completing the formation of the initial draft of the Health Care Development Strategy 2030. The draft is expected to be forwarded to the professional community shortly. Therefore, the Ministry of Health of Ukraine expects comments and suggestions from the European Business Association that will be the basis for relevant public consultations. Particular attention was paid to the new draft called pharmaceutical insurance. As previously reported, pharmaceutical insurance is a new type of voluntary insurance that will cover the costs of citizens for medicines that are not covered by the Medical Guarantee Program. This includes, first of all, drugs for outpatient treatment. The issue of the Agreement on Conformity Assessment and Acceptance of Industrial Goods (hereinafter - the ACAA Agreement) between Ukraine and the European Union was also raised. According to representatives of the Ministry of Health of Ukraine, the conclusion of the above-mentioned Agreement is related to the urgent need to update the technical regulation on Medical Devices and launch the Register of Medical Devices as the main prerequisites for raising the priority of medical devices under the ACAA Agreement. Work is also underway to mutually recognize GMP certificates with the European Union under the ACAA Agreement, in particular, an analysis of the state of implementation of relevant industry legislation in Ukraine. Besides, the participants discussed the cooperation with the European Medicines Verification Organisation (EMVO) on the implementation of the verification system in Ukraine, taking into account that proposal of draft Law №5547 on Medicinal Products to establish a fully European verification model.
