Logistics issues

05/ 11/ 2020
On November 5, EBA Deputy Director Svitlana Mykhailovska took part in the International Forum of Infrastructure and Transport of the Mintrans in the Ports and Waterways panel. Thus, it was noted that to launch water transport in Ukraine it is necessary: - to create an appropriate legal basis (there is a lack of basic legislation on the development of river transport and outdated state regulation of inland waterway transport, which slows down the process of reforming the industry) - to introduce stable financing (lack of an effective system of financing the maintenance and operation of the locks of the Dnieper cascade) - to ensure the implementation of all safety measures (lack of funds needed for maintenance, maintenance, and modernization of waterways does not allow to keep them in proper working order and poses a threat of environmental catastrophe). Regarding the relevant draft law, Svitlana Mykhailovska noted that as a result of finalizing its text for the second reading, together with partial consideration of the proposals of experts of the Logistics Committee of the EBA, the level of compliance with international experience and European practice has increased.
