Business meeting with the Ministry of Economy on waste management and chemical safety

  On 25 February, representatives of the Industrial Ecology and Sustainable Development Committee and the Chemical Safety Subcommittee of the European Business Association held a working meeting with Oleksandr Krasnolutskyi, Deputy Minister of Economy, Environment and Agriculture of Ukraine. The meeting focused on current issues in the areas of waste management and chemical safety. In particular, participants concentrated on the timeline for launching key modules of the unified environmental platform “EcoSystem”, namely: the functionality for ceasing waste status, reclassifying waste as by-products, and the potential expansion of the waste list. Special attention was given to the need to postpone the requirement for mining companies to obtain waste treatment permits, given the tight deadlines and the necessity to undergo the environmental impact assessment procedure. Participants also emphasised the lack of clear rules for completing applications for waste treatment permits and highlighted the need to develop methodological guidance for businesses. In addition, they underlined the importance of drafting and adopting the Law “On Waste Management in the Extractive Industries” or alternative legislative initiatives. During the discussion on chemical safety, the following key issues were identified and recorded: the need for further harmonisation of the Technical Regulation on the Safety of Chemical Products (REACH) and the Technical Regulation on Classification, Labelling and Packaging of Chemical Products (CLP); simplification and deregulation of registration procedures; addressing the issue of confidentiality of information submitted within state procedures. The Ministry also shared its plans to strengthen staffing capacities within the relevant departments. A particularly important outcome for the business community was the Ministry’s decision to establish joint working groups to develop further amendments and harmonise technical regulations with European standards, with the involvement of business representatives. The Association expresses its gratitude to Oleksandr Krasnolutskyi and the Ministry of Economy, Environment and Agriculture for the open and constructive dialogue and their readiness for continued cooperation.
