What has business achieved in January?

  The first month of 2022 is coming to an end. During the part of this period, business and the country were not in the active mode, but even so, the EBA community still noted positive moments to be thankful about. These concern the customs, clinical trials, food industries, etc – in brief: The list of goods prohibited for international shipment has been expanded Thus, in the last week of January, the Verkhovna Rada adopted draft laws №4278 and 4279, which provide for the expansion of the list of goods prohibited for international shipment, the introduction of electronic registers, duty-free import of parcels up to 150 euros, and more. The digitalization of clinical trials has started In mid-January, the Ministry of Health published for public discussion a draft order amending the Clinical Trials Procedure, which considered the proposal of the European Business Association to implement digital tools in the approval and implementation of CT in Ukraine. Also, the Verkhovna Rada Committee on Land and Agrarian Policy recommended that the Verkhovna Rada of Ukraine return the draft Law on Amendments to Some Laws of Ukraine on Food and Other Sanitary Issues for revision. Besides, January is traditionally dedicated to planning, outlining priorities, and discussing further partnerships. Therefore, in the first month of the year, the business met with government representatives, policymakers including: Danylo Hetmantsev, Chairperson of the VRU Committee on Finance, Taxation and Customs Policy It was noted during the meeting that no taxes are planned to be raised this year. We also talked about the tax on withdrawn capital, the criminalization of smuggling, and the risks of pressure on the transparent business. Representatives of the Verkhovna Rada Committee on Public Health, Medical Care, and Health Insurance Business discussed 7 healthcare priorities together with Head of VRU Committee on Public Health, Medical Assistance and Medical Insurance Mykhailo Radutskyy, Chairperson of the Sub-committee on Pharmacy and Pharmaceutical Activities Serhii Kuzminykh, and Chairman of the Subcommittee on Prevention and Control of Oncological Diseases Valeriy Zub. Representatives of the State Service of Special Communications and Information Protection of Ukraine Deputy Heads of the State Special Communications Service – Viktor Zhora and Oleksandr Potii –  stressed the Services readiness to assist businesses in identifying cybersecurity problems and addressing the consequences. Separately, we talked about the cyberattack that took place from 13 to 14 January 2022. Semen Kryvonos, Head of the State Inspectorate for Architecture and Urban Planning of Ukraine During the meeting, business noted the readiness of DIAM for cooperation, the difference of its work principles from those practiced by DABI. We also talked about complex changes in the regulation of urban planning. Representatives of the Delegation of the European Union to Ukraine The EBA representatives met with the EU Delegation to Ukraine and discussed the draft Order of the Ministry of Economy On approval of the Procedure for recognizing the equivalence of the state control system of the exporting country, which should introduce a parity procedure for obtaining permits to import products from the EU. Representatives of the State Service of Ukraine on Food Safety and Consumer Protection The EBA representatives met with Deputy Heads of the State Food and Consumer Service - Anatoliy Vovnyuk and Olga Shevchenko to discuss problems with delays in phytosanitary control and laboratory examinations for customs clearance, particularly, on imported goods from the category of fresh and perishable goods (fruits/vegetables), as well as percentage of cargo inspections. Besides, business asked when the sanitary and epidemiological examination conclusions for different categories of products would be signed. The EBA also took part in the annual Ukraine-EU Dialogue on the Protection of Intellectual Property Rights.
