Construction permit in 1 day, digitalization and zero corruption – how does the newly established DIAM work?

  On January 28, the European Business Association met with Semen Kryvonos, Head of the State Inspectorate for Architecture and Urban Planning (DIAM). Mr. Kryvonos stressed that the body is renewed, and so is its corporate culture. After all, there is not a single employee of the old State Architectural and Construction Inspectorate (DABI). And the main work principles now lay in high-quality and fast service with zero corruption. Currently, 99% of applications for construction permits are processed within 1 day. Documents can be submitted in two ways through the Diia portal or Centers for administrative services (only for objects of consequence class СС1). However, Mr. Kryvonos also recommends using Diia for CC1 objects. The system has already processed automatically about 20% of applications at the start of construction, without human help, and it registers them very fast (if everything is good with the documents). The key rule of the chief inspectors is 0% of pending applications at the end of the day. At the same time, the Departments of State Architectural and Construction Control continue to work under local self-government bodies (there are 101 of them. Unfortunately, they have not been reformed yet, but DIAM and the Ministry of Regional Development are already addressing the issue. Besides, a working group in the Ministry of Regional Development is currently developing licensing conditions so that the issuance of licenses is resumed with a simple and clear procedure. Another function of DIAM is architectural and construction control. In simple language, these are inspections. The system automatically determines who will be subject to scheduled inspection according to risk criteria. However, if the business works in compliance with the law – there is nothing to worry about. DIAM is trying to minimize the communication of inspectors with customers. Almost all work is done online. One of the few exceptions is a physical inspection of the facility for a certificate of commissioning. To minimize the risks of corruption, applications are distributed randomly among the chief inspectors at the last moment before the inspection. And the date of the inspections is now chosen by customers themselves in Diia when submitting the application.
