Outdated regulation hinders the deployment of 3G and 4G networks in Ukraine

  Thus, Ukraine has outdated legislation on the maximum admissible level of an electromagnetic field for the radio-telecommunication equipment working in ranges of very high, ultrahigh, extra ultrahigh, and extremely high frequencies. The current regulation in this area is dated 1996, and includes the sanitary norms, according to which the limit values of the electromagnetic field are set at 10 μW / cm2. This figure is the lowest compared to Europe and North America, where this indicator averages between 500 and 1000 μW / cm2. Tetiana Shyrochenko. EBA Committee Coordinator. It is important to raise the limit standards and adjust them to the practices introduced in the EU as these are steps towards improving the access of Ukrainians to high-speed Internet. We hope that the state will demonstrate its readiness to provide support to mobile operators as envisaged in the Memorandum between mobile operators and the Cabinet of Ministers. The implementation of this important infrastructure project will surely have a positive socio-economic impact nationwide. To modernize these standards, the Ministry of Health of Ukraine has developed a draft Order On Approval of Amendments to the State Sanitary Norms and Rules for Protection of the Population from Electromagnetic Radiation, which provides to increase the maximum permissible level of the electromagnetic field for radio and telecommunications equipment up to 100 μW / cm2. These changes will accelerate the deployment of 3G and 4G networks in Ukraine, particularly in rural areas. With this in mind, the EBA experts fully support this draft Order and ask the Ministry of Health to facilitate the adoption of this document.
