The primary goal of the grant program is to create conditions for import substitution, enhance the export potential of domestic businesses, and increase employment rates. Who Can Receive the Grant? Under the new terms effective from early 2025, the grant is available to active sole proprietors (FOPs), legal entities, or future entrepreneurs (who commit to registering after grant approval) who: Are engaged (or plan to engage) in activities classified under NACE codes 10 to 33 (this includes furniture manufacturers, food producers, printing companies, clothing manufacturers, building materials producers, drone manufacturers, bakeries, printing houses, components for weaponry, etc.); Hold a good business reputation (meaning they are not subject to sanctions, have no outstanding debts to the state, are not in bankruptcy proceedings, and have no ties to Russia); Are ready to create at least five new jobs; Are capable of financing 50% of the requested grant amount (or 20% if they operate in areas designated as former or potential combat zones, as listed and regularly updated by the government, or if they are engaged in the production of UAVs, other aircraft, or printed products). Applicants must carefully prepare the following documents: Grant application (submitted via the Diia portal at: https://diia.gov.ua/services/grant-na-pererobne-pidpriyemstvo); Business plan outlining the project and the rationale for the grant request (including descriptive and financial sections); Financial reporting documents, prepared by the chief accountant and submitted after receiving a notification from the Ministry of Economy that the application is under review; Contracts with suppliers for the purchase of equipment or other assets (if needed — include specifications); A tax clearance certificate showing no outstanding tax debts at the time of the application submission (issued through the Taxpayers Electronic Office and valid for one month).
