The situation with queues at the Polish border should be resolved within next days – the Ministry of Infrastructure of Ukraine

  In recent weeks, the road transport queues on the Ukrainian-Polish border have become an extremely acute problem for businesses engaged in foreign economic activity. As of September 8, queues can reach 50 kilometers or more at the busiest checkpoints. In response to this situation, the Ministry of Infrastructure of Ukraine presented to the Polish counterparts the proposals developed together with the Ministry of Agrarian Policy and Food, customs and border guards. The proposals are aimed at increasing the capacity of automobile checkpoints on the border of Ukraine and Poland. This was announced by Deputy Minister of Infrastructure of Ukraine Mustafa Nayyem at a meeting with member companies of the European Business Association. He also informed that the discussion of this issue is taking place at the level of the relevant services in Ukraine and Poland, as well as at the level of the top management of the countries. Considering this, the Ministry of Infrastructure expects that in the coming days it will be possible to unload the checkpoints and take the necessary actions to speed up the procedures. A significant delay is currently occurring at the stage of veterinary and phytosanitary control by Polish services. According to the Ministry, before the full-scale invasion, the number of trucks passing this checkpoint per day was 80 units, and recently this indicator was up to 25. For example, the border customs control from the Ukrainian side can take about 20-30 minutes, while the one in the neutral zone (before entering the Polish side of the border) can last 4-5 hours. This is caused by the slow work of phytosanitary and veterinary inspectors on the Polish side. The vehicles simply have nowhere to drive on the Polish side. Proposals to the Polish side include: increasing the number of inspectors and introducing round-the-clock phytosanitary and veterinary control from the Polish side; pre-sorting of cargo vehicles depending on the type of cargo for better organization and increasing the productivity of the work of Polish control bodies; accelerating exchange of information on the number of registered vehicles and the available options for their registration depending on the type of cargo; sealing by the Ukrainian side of trucks that transport rapeseed for biodiesel to have them exempted from the control at the border; allocating more checkpoints for the passage of empty trucks. The logistics situation in Ukraine remains extremely difficult due to hostilities, so the smooth operation of those routes that remain available is critical for business. Therefore, the EBA sincerely thanks the Ministry of Infrastructure of Ukraine for the work done and for dialogue with business. At the same time, we hope that the situation will be resolved and the Polish side in this matter will demonstrate the same support that it has been providing to Ukraine for the past six months in many other aspects.
