The registration process of feed additives needs to be simplified

  This position was expressed by EBA in a recent letter to the Prime Minister of Ukraine. The EBA member companies welcome the efforts of the state aimed at harmonizing the legislation of Ukraine and the EU in the field of feed and feed additives. Meanwhile, in this context, businesses look forward to the possibility to register feed additives in a simplified manner. To this end, Ukraine needs to recognize the equivalence of the European feed additive registration system. The EBA member companies have repeatedly stressed this need, which, in turn, will contribute to the development of the feed market in Ukraine and increase tax revenues to the state budget. Besides, the EBA experts are concerned that the Procedure for the formation of the registration dossier contains a requirement to provide, in particular, the results of research (testing) of feed additives exclusively in Ukrainian. Compliance with this requirement requires the search for additional specialists and significant costs for applicants. According to the business, today the registration of a feed additive together with the implementation of scientific research costs up to 150 thousand hryvnias or 5 thousand euros. Due to the volume of registration documents and the complexity of the scientific test, the cost of translating the materials required for registration can be around 50-70 thousand euros. Such costs may make it unprofitable for businesses to introduce feed additives in Ukraine, and therefore international companies are already considering the reduction of their portfolios, as a result of which the number of high-quality innovative feed additives in Ukraine will potentially decrease. Under the previous procedure for registration of feed and feed additives, it was allowed to submit parts of the registration dossier, in particular, the results of research (tests) in English. Such a procedure prevented ambiguities and misunderstandings related to the translation of materials when verifying the accuracy of the information, and also facilitated communication between the scientific experts of the authorized institution and the business. In view of this, the business calls for a decision to recognize the equivalence of the feed additives registration system in the EU to the requirements in force in Ukraine, which will unblock the procedure for simplified registration of feed additives; and to allow the submission of research results (tests) for the state registration of feed additives in English.
