Review of Ukraine’s labor and staff market in the first half of 2018

  Candidate’s market, when the number of highly skilled professionals required by businesses is steadily decreasing, this is how the Ukrainian staff market can be described now. Labor market, according to experts from ANCOR, has increased by 3-5% compared to the similar period of 2017, which is summed up by growing number of vacancies. Migration abroad not only of highly skilled, but also of trade specialists continues to be one of the brightest trends of 2018. Employers work with their retention, invest in their HR brands, seek and introduce new ways of non-material motivation, train and develop their staff, and also create bases of the future: they actively work with the student audience. Recruitment (search and selection of skilled personnel) by industry In the first half of 2018, labor market increased (comparing to the first half of 2017) in the sphere of consumer goods, hotel and restaurant business, retail, medicine and pharmacy, automotive segment, and heavy industry. According to our data, IT and Agriculture continue to be the economy flagships. Agrarian industry mostly demands special-profile specialists with knowledge of foreign languages ​​(breeders, agronomists, mechanics). The agricultural sector was one of those few, where the inflow of investments and growth ensured a steady increase in wages by an average of 10%. The IT market continues its progress: in the first half of 2018, the number of opened jobs increased by 31%. Growth of wages for the indicated period was 13%, the salary, as before, in most companies is pegged to USD. Migration of IT specialists abroad remains in trend to high extent. The most demanded professions are PM, developers, testers, and IT recruiters. The number of openings in the market of medicine and pharmacy is increasing day by day. At the same time wages in this industry increased by an average of 10 +%, since the beginning of the year. Among mostly required specialists there are medical representatives, regional managers, product managers, registration specialists. We expect further growth of the pharmaceutical market in the second half of 2018. The volume of regular staff recruitment in banking and financial services remained on the same level as to the similar period of 2017. Though collecting and micro-credit companies develop very actively. The number of vacancies in the sphere of inhouse (HR, Accounting Managers and Lawyers) in large local and international companies has not increased, mainly information about similar vacancies comes from small organizations. Employers continue to pay attention not only to professional skills, but also to personal qualities, which often became decisive when making the final decision on employment. Developed communication skills, ability to persuade and defend their point of view are now important not only for sales professionals, but also for other specialties, including technical ones. Odessa Since the spring of 2018, the market has been growing steadily. The most popular, as before, are specialists in the field of sales, IT, logistics and construction. The staff has become significantly more mobile and shows willingness to consider job opportunities in other regions and countries. We expect an increase in investment in the Southern region, which may entail an increase in the number of vacancies in the fields of logistics, construction, and agriculture. Staffing market (workers) The volume of the staffing market, taking into account temporary projects from 1 day to 6 months, did not exceed 10%. Many domestic companies that previously held a wait-and-see attitude continue to unfreeze their positions and retain their own personnel. The level of salaries in the first half of the year remained at the same level. The average salary (excluding small enterprises and the public sector) for these positions was from 5000 to 15 000 UAH. HR Consulting market overview The last two trends - an increase in the number of personnel working remotely, as well as an increase in the number of personnel working on outsourcing projects, pose a new task for the business to manage such employees and their motivation.
