EBA Customs Committee in Kharkiv

  The meeting of the Сommittee was devoted to the following issues: Analysis of the Committee Session on the Harmonized Commodity Description and Coding System (HS) and the commonly experienced issues of goods classification in the EU and Ukraine. Free Trade agreements. The Harmonized Commodity Description and Coding System (HS) is an international convention to which Ukraine acceded in 2002. HS code is used by the Customs authorities, statistical agencies, and other government regulatory bodies to monitor and control the import / export of commodities. Oksana Molinska, Nomenclature and Goods Classification Chief Specialist at ILOC, described in detail the basic principles and mechanisms of the HS implementation, focused on some HS decisions on the classification of interesting new products, etc. Dmytro Synelnykov, Head of the Customs and Tariff Regulation Department of the Customs Payments, Customs Cost and Customs Tariff Regulation Administration of the Slobozhansk Customs of the State Customs Service, helped to deal with actual situations and solutions for the goods classification. He answered diverse questions and provided useful recommendations to the present exporters. The meeting moderator Vera Nosova, Customs Advisor, Head of Consulting Department at ILOC, updated the attendees on the documents needed to determine the country of origin for customs clearance and the fulfillment of direct transportation conditions. The speaker also drew attention to the renewal of preferences and the return of the overage in collected funds. Our sincere thanks to the participating specialists for the informative presentation, and to Slobozhansk Customs of the State Customs Service of Ukraine for their cooperation and their openness in dialogue.
