The Future of Vocational Education: Challenges and Changes Discussed in Odesa

  On November 14, Odesa hosted the national forum “The Future of Vocational Education in the Realities of War and Peace,” organized by the Union of Employers’ Organizations of the Odesa Region together with NGO “Progresylni”, with the support of the Ministry of Education and Science of Ukraine, the National Qualifications Agency, and the State Employment Service of Ukraine. The event aimed to discuss how vocational education can respond to labor market needs, support workforce retraining, and strengthen the country’s economic resilience during wartime and recovery.  The forum’s program included several panel discussions, expert workshops, and presentations of practical cases showcasing cooperation between education and business. Key topics covered the implementation of the new Law on Vocational Education, the development of qualification centers, dual-purpose education, and the training of specialists for rebuilding infrastructure and advancing the green economy.  The Southern Ukrainian Office of the European Business Association (EBA) was represented by Nadiia Savchenko, CEO of HR Agency Key People and Head of the EBA Odesa HR Hub, who took part in the second panel titled “Partnership for the Future: How to Address Market Needs, Adapt Education Standards, and Shape Learning Pathways.”  In her speech, Nadiia emphasized the importance of close cooperation between employers, educational institutions, and public authorities, noting that practice-oriented learning is the key to providing businesses with qualified professionals.  “Real recovery begins not with rebuilding infrastructure, but with people — those who learn, work, and create new opportunities for others. The development of human potential is the foundation of regional resilience and the future of Ukraine,” — highlighted Nadiia Savchenko.  Overall, forum participants agreed that the reform of vocational education in Ukraine is still in its early stages, and its success will depend on how effectively the government, business sector, and educational institutions can align their efforts. Without practical implementation, even the most progressive legislative changes risk remaining only on paper.
