EBA IT Committee supports the established quota on ІТ expert immigration

  On Wednesday, February 26, the Government supported a proposition of the Ministry of Digital Transformation to establish immigration quotas for the employment of 5000 foreign experts in Ukrainian IT companies. A respective CMU Resolution was adopted during a Cabinet meeting.  The EBA IT Committee welcomes such great news. Moreover, those agreements were reached during the meeting of the IT Committee with the Ministry for Development of Economy, Trade and Agriculture, Ministry of Digital Transformation which was held at the beginning of February. The quotas for the employment of IT experts were discussed and adopted by all the parties as one of the provisions in the Joint Memorandum mentioned before.  Olga Kunychak. IT Committee Manager. This wonderful news is fully welcomed and supported by the EBA IT Committee. Incidentally, this agreement was reached during a meeting of the EBA IT Committee with the Ministry for Development of Economy, Trade and Agriculture, and the Ministry of Digital Transformation, which took place in early February. The immigration quota for IT professionals has been discussed and approved by the parties as one of the points in the joint Memorandum mentioned previously. At the same time, it should be noted that the possibility to invite a foreign worker outside the quota remains and is in no way limited. It is worth noting that quotas will allow specialists to work in Ukraine without annual renewal of visas (with quota, the visa should be renewed just once every 10 years), also there will be no fixation on the place of employment (ie, specialists will have a freedom to choose where they want to work and create their own products). The allocation of quotas within the biggest IT centers of Ukraine will be as follows: Kyiv – 2500; Kharkiv – 700; Lviv – 600; Dnipro – 600; Odesa – 600.  The adoption of this proposal will allow the Ministry of Digital Transformation to balance the current deficit of staff in the national IT industry. Thus, according to preliminary information of the Ministry, the annual number of IT graduates of universities is about 15-17 thousand, and the number of vacancies increases annually by 40 thousand. In other words, the industry is developing extremely fast, and the volume of graduates is not enough to ensure the dynamic development of IT -spheres. According to the business community, such initiatives have a positive impact on Ukraines image as a large-scale IT center, as well as directly on industry development. Therefore, the EBA IT Committee supports such decisions and hopes for the prompt publication of the respective CMU Resolution.
