EBA introduces a new mechanism for registered lobbying through the Association

The European Business Association has introduced a new mechanism that allows member companies to represent their interests in interactions with public authorities through the Association, without registering independently as separate lobbying entities. The new format is one of the practical mechanisms available to businesses under the new lobbying legislation. According to an EBA survey of GR professionals, at the beginning of 2026, 71% of respondents were not registered in the NACP Transparency Register as lobbying entities. At the same time, 56% of those surveyed believed that Ukraine’s Law “On Lobbying” could apply to their companies’ activities. Under the new format, a company representative may, on the basis of an authorisation agreement, carry out lobbying on behalf of EBA within the scope of the positions agreed by the relevant committee. The Association is responsible for organisational matters, compliance with legislative requirements and reporting. To participate, a company must be an EBA member, be a member of the Lobbying and Transparent Policies Committee, and also participate in at least one sectoral committee and/or be part of the leadership of an open EBA committee. Under this format, the Association provides the necessary organisational and regulatory support, including: preparing the required documents; ensuring compliance with legislative requirements; submitting mandatory reports; liaising with the NACP; providing legal and methodological support. This allows a company to directly engage in work on issues important to its business while using the Association’s infrastructure and expertise. The European Business Association registered in the NACP Transparency Register on its first day of operation and continues to work on the practical implementation of the new lobbying legislation.
