EBA and State Environmental Inspectorate discuss chemical safety and inspections

  On 8 April, the Industrial Ecology and Sustainable Development Committee and the Chemical Safety Subcommittee of the European Business Association held a highly important and substantive meeting with Dmytro Zaruba, First Deputy Head of the State Environmental Inspectorate of Ukraine. Part of the meeting focused on questions and clarifications regarding state supervision (control) measures to ensure compliance with legislation, as well as market surveillance in the field of chemical safety. Participants discussed: the application of a risk-based approach in state control over ensuring chemical safety and the management of chemical products, the Inspectorate’s vision and response mechanisms in cases where products are found to be non-compliant, the EU integration trajectory and indicative timelines for the launch of inspections. The participants also agreed to enhance cooperation and information exchange in order to create a transparent and predictable regulatory environment. Special attention was given to the need to harmonise the Technical Regulation on the classification, labelling and packaging of chemicals (CLP). Companies shared their views on the key risks and necessary changes. Specific provisions of the regulation that create discrepancies between Ukrainian and EU legislation — and thus complicate the adaptation process — were also identified. The Association expresses its gratitude to Dmytro Zaruba for his openness, professional support, and continued effective cooperation.
