Business met with representatives of the State Agency on Energy Efficiency

  According to the new framework Technical Regulation for energy labeling of energy products (approved by Order №164 of the Ministry of Regional Development), Ukraine must move to a new energy efficiency scale, which will set stricter requirements for household appliances in terms of energy consumption. Besides, a database of energy consumer goods should be established similar to the one in the EU. It is also planned to develop and adopt 16 new technical regulations on environmental design and energy labeling for certain types of equipment by the end of 2023. This was discussed during a meeting of the European Business Association with representatives of the State Agency on Energy Efficiency and Energy Saving of Ukraine. The EBA Consumer Electronics Committee expressed support for such plans, and readiness to analyze the draft regulations and, if necessary, submit their proposals to them. The discussion was focused on the pace and prospects of further harmonization of Ukrainian legislation in the field of energy efficiency following EU directives, as well as the need to integrate Ukraine into the database of EU energy products. The participants also discuss in detail the creation of an energy product database that provides information to consumers on the level of electricity consumption of certain goods, as well as information to inspection bodies on test reports, certain technical documentation, etc. Business representatives noted that given Ukraines ambitious plans for accelerated European integration, we should consider the possibility of joining the EU database now, and if this is not possible at this stage, then creating a Ukrainian base on the same platform and in such a way as the EU base for the prompt integration of two bases later. Also, business representatives stressed the importance of implementing new support programs to implement more energy-efficient solutions in their homes. This will help the state to use its resources more rationally, and citizens to pay lower utility bills in the future. For example, according to the Committees experts, the use of a modern condensing boiler with automation instead of a standard one will improve the level of energy efficiency in each individual household by 25%. And taking into account the weariness of the old boilers and circulating pumps and suboptimal modes of their operation, the real increase in efficiency can reach 30% and even higher. Therefore, the EBA supports the need to harmonize our legislation in the field of energy efficiency in accordance with EU legislation as soon as possible and is ready to continue to actively support the Ukrainian authorities on this path.
