Business calls for timely and transparent procurement of medicines

  The European Business Association welcomes the signing of the documents of the Ministry of Health of Ukraine, which unblocked some public procurements of medicines on July 15, 2020. However, unfortunately, this applies only to the procurement of medicines conducted by the State Enterprise Medical Procurement of Ukraine. According to the State Enterprise Medical Procurement of Ukraine and pharmaceutical companies who are potential drug suppliers, the timing of procurement for several programs is still not established. Unfortunately, it is yet unknown if timely delivery of significant volumes of drugs for different therapeutic areas remains possible. Also, the situation is uncertain with the procurement programs carried out through specialized international organizations. Patients in Ukraine are waiting for the start of these drug purchasing programs, as their lives are dependent on these medicines. As for now, they do not have guarantees for receiving the medicines they desperately need as procurements have not yet begun. Unfortunately, the media, as well as some MPs, have already received disheartening reports on patients health deterioration or even deaths due to lack of medication. We must remember that someones life is behind every lost chance for timely and proper treatment. Therefore, the situation with inhibited procurement must be solved immediately. Besides, the professional community of pharmaceutical businesses draws attention to the lack of transparency, and therefore the lack of confidence in the process of forming the nomenclature of drugs to be procured with the public funds. It is necessary to adjust the process and remove the risks of nomenclature formation for 2021. Regarding the formation of the nomenclature-2021, the European Business Association appealed to the Ministry of Health of Ukraine in June this year. The appeal concerned the need to unveil all stages of the process and its results, to involve patient communities and professionals in the relevant therapeutic areas, to secure the participation of specialists in the Permanent Working Group of the Ministry of Health of Ukraine. Also, the public should have a clear understanding of the entire organization of the process, its stages, and deadlines, which should be clearly regulated. It should be noted that the Association also welcomes the appeal of the Verkhovna Rada Committee on Public Health, Medical Assistance and Medical Insurance to the Ministry of Health of Ukraine, which also supports the need for the Ministry of Health of Ukraine to address issues related to nomenclature and take measures to resolve them. At the same time, the European Business Association calls on the Cabinet of Ministers of Ukraine and the Ministry of Health of Ukraine to foster the public procurement process for all planned programs. Thus, the process must be established, and the necessary drugs must be purchased as soon as possible. Therefore, the business asks to emphasize transparency and professionalism in the formation of medicine nomenclatures for 2021.
