Business urges to restore conditions for fair competition on the soybean and rapeseed market
The European Business Association once again draws attention to the need to restore VAT refunds on soybean and rapeseed exports, as unequal conditions of taxation and fair competition have existed on the agricultural market for almost 2.5 years.
This issue should have been resolved with the respective Draft Law No.1210 which adoption is currently under question. As we understand, the terms for signing or vetoing the draft law have already expired according to the law. At the same time, predictability is one of the important aspects to ensure a favorable business climate. Therefore, the business would like to know the fate of the draft law to be able to plan further activities.
At the same time, the discriminatory conditions of the “soybean amendments” can now be eliminated for small and medium-sized farmers growing oilseeds (soybeans, rapeseed) and exporters with the adoption of the Draft Law No.2446 on Amendments to the Tax Code of Ukraine on certain issues of taxation of value-added tax on export operations of oilseeds outside the customs territory of Ukraine.
The European Business Association supports this draft law. Apart from ensuring conditions of fair competition, the Draft Law No.2446 also facilitate the harmonization of current Ukrainian legislation with EU legislation, according to which illegal restriction of competition and unfair competition are not allowed.
It is also worth noting that yesterday during an online meeting between the business and Mykola Solskyi, Chairman of the Verkhovna Rada Committee on Agrarian Policy and Land Relations, Mr. Solskyi also expressed support for this draft law.
Therefore, the European Business Association calls on the Verkhovna Rada to consider this draft law and vote for it at the next sitting to restore fair competition in the oilseeds market and break the 2.5-year-long chain of discrimination.
