Business and the Ministry of Agrarian Policy discuss ways to overcome labour shortages in the agri-food sector

  On 4 February, member companies of the Food and Retail Committees of the European Business Association took part in a working meeting with the Deputy Minister of Agrarian Policy and Food of Ukraine. The meeting focused on addressing labour shortages in the agri-food sector through cooperation between businesses, business associations, the Ministry of Education and Science, the Ministry of Agrarian Policy, and educational institutions. Participants discussed market needs and challenges that hinder the recruitment of qualified specialists in the industry. Representatives of the Ministry of Agrarian Policy noted that Ukraine currently has eight vocational education institutions that train specialists in the agro-industrial sector. However, these institutions face underfunding issues and outdated material and technical resources. Businesses, in turn, are actively working to attract young talent through corporate programmes, dual education, and partnerships with educational institutions. However, there remains a need to revive training for certain key agrochemical specialisations. Additionally, retail companies raised concerns about legislative barriers to employing minors and the necessity of reviewing relevant regulations. As a result of the meeting, participants agreed on a series of important initiatives: Exploring the possibility of launching pilot projects to engage vocational school students and retrain workers according to business needs; Developing a mechanism for tripartite agreements between businesses, educational institutions, and ministries to ensure the sustainable development of human capital; Organising a joint informational event for students with the participation of business representatives, the Ministry of Agrarian Policy, the MES, and the European Business Association. Businesses are ready to invest in the development of young specialists and the retraining of professionals from other sectors to help build a competitive food industry in Ukraine. The European Business Association will continue working with partners on a systematic solution to the labour issue.
