Business discussed the development dynamics of the transport sector over the past 10 years

17/ 12/ 2025
On 12 December, the European Business Association held its annual sectoral event, Infrastructure Day, to discuss the impact of the war on transport infrastructure, current industry challenges, and initiatives aimed at developing the transport and logistics market. As this year marked the tenth edition of the event organised by the EBA, a significant part of the discussions focused on the development dynamics of the transport sector over the past decade. During the event, the results of the expert survey conducted by the EBA Logistics Committee — the Infrastructure Index — were presented. According to survey participants, the key achievements in the transport sector over the past 10 years include digitalisation, the “transport visa-free regime”, adoption of the Law on Inland Water Transport, the “Large Construction” programme, and other initiatives. At the same time, the main failures identified were the inefficiency of Ukrzaliznytsia, regulatory policy and bureaucracy, the activities of monopolies, and shortcomings in governance.Participants in the panel discussion “Ukraine’s Transport Sector Over the Past 10 Years: A Strategic Vision for Future Development” discussed the sector’s transformation in the context of European integration, key reforms and changes, including the digitalisation of services and future plans, as well as security and energy risks, the state of the railway sector and the reform of Ukrzaliznytsia, prospects for increasing rail freight tariffs, the situation in ports and maritime transport, and the protection and restoration of infrastructure facilities. We are grateful for the insightful discussions to Andrii Kashuba, Deputy Minister for Development of Communities and Territories of Ukraine; Oleksandr Kava, Deputy Minister of Finance of Ukraine; Serhii Derkach, Deputy Minister for Development of Communities and Territories of Ukraine; Oleksii Balesta, Deputy Minister for Development of Communities and Territories of Ukraine; Roman Komendant, Deputy Head of the State Agency for Infrastructure Restoration and Development of Ukraine; Maryna Sharapa, Partner at ARZINGER; and Olga Kopiyka, Chair of the EBA Logistics Committee.Participants in the panel discussion “Business Operations and Strategic Transport Enterprises During Wartime”addressed investment activity in the transport sector, public–private partnerships as a tool for implementing recovery projects, the development of the Danube cluster, improving the efficiency and financial performance of Ukrzaliznytsia, and the optimisation of the carrier’s non-core assets. We also thank Anatoliy Amelin, Member of the Supervisory Board of JSC Ukrzaliznytsia; Taras Boichuk, Member of the Supervisory Board of PJSC Ukrainian Danube Shipping Company; Oleksandr Kubrakov, Head of We Build Ukraine; Volodymyr Lopatynskyi, Director of the Western Container Terminal; and Tymur Enkhbaiar, Counsel at Sayenko Kharenko, for their expert contributions. The recording of the event is available via the link. The European Business Association expresses its sincere gratitude to the event partners — the law firms ARZINGER and Sayenko Kharenko — for their long-standing support in conducting expert research and facilitating discussions on the state and prospects of the transport sector.
