ЕВА presents updated step-by-step guide for businesses amid wartime risks

27/ 05/ 2026
The European Business Association, together with experts from BDO and with the support of IMPACTA LAW, has prepared the document “How Businesses Should Act in the Event of Property Damage Due to Armed Aggression: A Step-by-Step Plan 2.0”. The document provides practical recommendations and action algorithms for companies affected by wartime events. The material is based on the real-life experience of enterprises that have already faced property damage, relocation, operational shutdowns, and the need to restore business processes. The recommendations cover legal, financial, tax, and operational aspects of responding to crisis situations. In particular, the document systematises issues related to: recording property damage and collecting evidence; interaction with law enforcement authorities and judicial protection; damage assessment and loss documentation; tax and accounting aspects of writing off damaged property; labour-related mechanisms in the event of damage to business facilities; state support and compensation programmes; war risk insurance and Export Credit Agency instruments; ensuring business continuity and transitioning to cloud-first recovery models. To support businesses in Ukraine and promote the dissemination of this practical tool, the Association sent an official appeal to the Ministry of Economy, Environment and Agriculture of Ukraine, the Ministry of Finance of Ukraine, the National Bank of Ukraine, the State Tax Service of Ukraine, the Export Credit Agency of Ukraine, and UkraineInvest. The EBA believes that the document will be particularly useful for small and medium-sized enterprises that require clear and practical response mechanisms amid wartime challenges.
