The European Business Association welcomes the adoption of the Resolution of the Board of the National Bank of Ukraine No. 148 dated 29.12.2017 “On Approval of the Provision on Cash Flow Operations in the National Currency in Ukraine” which regulates the procedure for conducting cash transactions in the national currency in Ukraine due to changes in Ukrainian legislation.
The following proposals of the EBA Retail Committee were included into this Resolution:
- the so-called “pneumatic mail” – the possibility of a cash collection by a company from the sale of products (goods, works, services) for the subsequent delivery to the bank using a set of technical and software facilities located at the place of cash settlements that guarantee a safe transfer of funds from the cashier’s working places to a specially equipped premises for storage and subsequent delivery of cash at the cash desk of the banks;
- cash withdrawal from the bank through enterprises that have received a NBU license to provide cash collection services to banks;
- assignment of the functions of a cashier to a worker of another enterprise engaged on the basis of a contract for the provision of personnel services (outstaffing and outsourcing) and many others.
The Association has repeatedly emphasized the need to implement the above mentioned steps in its appeals and during meetings. We thank the NBU for its efforts to improve the rules of cash operations and reduce regulatory impact on business entities.
