EBA Customs Committee meeting

  On 23 April, the Customs Committee of the EBA held its first hybrid meeting in a long time. We are resuming the practice of in-person discussions with member companies and the Committees board to address agenda items. Resumption of Customs Inspections. As of 1 May 2024, customs inspections have been resumed. The State Customs Service of Ukraine (SCSU) invites all interested parties to attend a seminar on this topic, scheduled for 26 April 2024 at 11:00. Phase 5 of NCTS. On 22 April, Ukraine fulfilled its commitment made upon joining the Convention on a Common Transit Procedure in 2022 by transitioning on time to the updated IT system underpinning the convention. Joining the Convention is a mandatory requirement for EU accession and a key obligation under the economic provisions of Ukraines Association Agreement with the EU. Updated Methodological Guidelines for completing transit declarations using the new Trader’s Portal are available under the Methodological and Training Materials subsection in the Common Transit (NCTS) section of the SCSU web portal. The guidelines can be downloaded here. Ukraine Facility and Reform Plan. The year 2030 is seen as the window for Ukraines EU accession. Key areas of reform include: Adoption of a new EU Customs Code (distinct from draft law 10411) Implementation of this code in Ukraine post-adoption of draft law 10411 Upgrades to IT infrastructure, re-certification of the SCSU, changes in ethics, anti-corruption reforms, and relocation of customs formalities to remote offices Strategic digitalisation plan for the SCSU Reforms in VAT, excise duties, and adherence to the EU Anti-Tax Avoidance Directive. The Customs Committee continues its active role in informing businesses about changes in customs regulations and maintaining communication with legislative and executive bodies to advocate for necessary reforms to strengthen Ukraines economy.
