With the assistance of the EBA Logistics Committee, Ukrainian authorities elaborated a set of measures that will facilitate the return of railway rolling stock from temporarily occupied and uncontrolled territories of Donetsk and Luhansk regions. In particular, such measures are related to transport of entities who carry out their activities in accordance with the Ukrainian legislation.
Order №649 of the First Deputy Head of the Anti-Terrorist Center of the Security Service of Ukraine dated September 6, 2017 approved the Procedure for the return of transport facilities from the territory of certain districts of Donetsk and Luhansk regions. The Procedure provides exercising control for transfer of transport facilities remaining in Donetsk and Luhansk regions through the line of demarcation of the Anti-Terrorist Operation area.
Currently, there is a critical shortage of railway wagons for cargo transportations. According to the experts of the EBA Logistics Committee, the Procedure should facilitate the return of wagons from temporarily occupied and uncontrolled territories of Ukraine and their further use by entities for cargo transportations.
