  The Parliament of Ukraine equated electronic services to paper ones The EBA fully supported the idea of creating a “state in a smartphone” and has repeatedly submitted its proposals to this initiative. Among other things, the EBA drew the attention of government officials to the need to translate into an electronic format a number of administrative services and equate them with paper. The abovementioned is a prerequisite for more complete digitalization of the state and will accelerate the transition of Ukraine to a paperless economy. Therefore, the EBA fully supported the registration and adoption in the first reading of the draft Law №5495 On the peculiarities of the provision of electronic public services. This draft law not only introduced the concept of electronic public service into Ukrainian law but also established rules for the provision of e-services and equated them to paper. Therefore, the EBA is grateful to the Members of Parliament of Ukraine and other involved state bodies for the adoption in the second reading and in general of the Draft Law №5495 and we hope for its signing by the President of Ukraine as soon as possible.
