Grain and Oilseeds

26/ 10/ 2018

Thanks to the efforts of the EBA Grain and Oilseeds Committee, problematic issues while exporting meal and cake were resolved.

At the beginning of October this year the State Fiscal Service (SFS) issued two letters according to which exporters of meal and cake had to provide additional documents to the customs – written consent from the Ministry of Ecology and Natural Resources of Ukraine for the trans-border transportation of these products. This requirement of the SFS has caused significant difficulties for the exporters of crops. We would like to point out that meal and cake are by-products of grain processing. The consent of the Ministry of Ecology and Natural Resources of Ukraine should be received for the wastes included in the Basel Convention. By-products are not included in this Convention.

We are glad to inform you that the SFS provided clarifications with the revised list of wastes, eliminating the requirement for additional control during the export of meal and cake, which in turn will help facilitate an uninterrupted export of these products.

The European Business Association would like to express our gratitude to the SFS, which has taken this important decision for the grain business community.
