The EBA discussed the reform of the taxi market in Ukraine

  The European Business Association held a roundtable discussion titled “Ride-Hailing/Taxi Reform: Prospects for the Ukrainian Market”, bringing together representatives of government authorities and market experts to discuss key aspects of the upcoming reform. During the event, participants reviewed the concept of the market reform proposed by the Ministry for Development of Communities and Territories of Ukraine, in particular the draft Order “On Amendments to Certain Legislative Acts of Ukraine on the Regulation of Passenger Transportation by Taxi or Passenger Cars on Demand.” “Approximately 200,000 drivers are active in the sector, yet about 90% operate in the shadow economy, including without proper permits. This raises serious questions regarding service quality and accountability,” said Serhii Derkach, Deputy Minister for Development of Communities and Territories of Ukraine. He added that the government aims to establish rules aligned with European standards while ensuring the protection of consumers and drivers’ rights. Yuliia Sirko, First Deputy Chair of the Parliamentary Committee on Transport and Infrastructure of the Verkhovna Rada of Ukraine, noted that the final model of the reform will also depend on the adoption of other legislative initiatives, particularly the draft law on the taxation of digital platforms. She also emphasised that the timeline for parliamentary consideration after registration may be lengthy, as there is already a “queue” of around 30–40 EU integration bills awaiting review in Parliament. Serhii Pavlyk, General Manager of Bolt in Ukraine, stated that market participants expect tangible changes: “We would like to see full digitalisation, deregulation with simplified market entry, and the de-shadowing of the market with clearly defined responsibilities for all parties.” Yuliia Malich, Public Policy Lead at Bolt, also stressed the importance of the tax component of the reform. “Businesses are disappointed that the Verkhovna Rada did not support the draft law on digital platforms. This slows down the market reform and may lead to forced changes to the model currently being developed by the Ministry.” Andrii Leleko, Deputy Director of the Department of the State Service of Ukraine for Transport Safety, also expressed support for the reform, highlighting the technical aspects of inspections and transport safety within the framework of the upcoming changes. The EBA thanks all participants of the roundtable for the constructive dialogue on ways to modernise the ride-hailing/taxi market, enhance its transparency, and align it with European standards, which will contribute to the development of the industry in Ukraine.
