Business has discussed the Draft Law No.2207-1d “On Waste Management”

    On August 5, the EBA experts met with Oleh Bondarenko, Chairman of the Verkhovna Rada Committee for Environmental Policy and Environmental Management, Tetyana Tevkun, Lawyer of Waste Management Reform of the Reform Support Team at the Ministry of Energy, Vyacheslav Sorokovsky, expert of the Swiss-Ukrainian DESPRO project – Decentralization Support in Ukraine (online). During the meeting, the participants discussed the draft Law No.2207-1d On Waste Management. The draft law introduces some new issues, including a waste management hierarchy, extended producer responsibility, a waste management information system, separate waste collection, and incentives for the use of secondary raw materials instead of exhaustible natural resources. Besides, the participants stressed the need to make amendments to the draft law before the second reading to exclude the eco-tax as an alternative to extended producer responsibility. Also, there was a discussion on the establishment of cooperation with local authorities, as well as the organization of an effective waste management system at every stage while maintaining transparency and the right of the business to select contractors for waste collection and transportation tasks. Oleh Bondarenko stressed the importance of creating an effective waste management system. He added that the MPs have already reflected key positions of the business community in the amendments to be considered before the second reading, approximately in November this year. Oleh Bondarenko also invited businesses to participate in the development of sectoral draft laws on packaging waste, electrical equipment, etc. Meanwhile, Tetyana Tevkun and Vyacheslav Sorokovsky presented the main proposals of the draft laws and clarified the business on disputable issues.
