EBA Dnipro Meeting with the Business Ombudsman Council

  The EBA Dnipro recently hosted a meeting with representatives of the Business Ombudsman Council (BOC). During the event, Anka Feldhusen, the Business Ombudsman in Ukraine, presented the institutions key pillars of activity and shared the practical outcomes of the BOC’s work. In particular, she highlighted effective mechanisms for supporting the private sector in its interactions with government authorities, provided current complaint handling statistics, and outlined the team’s systemic efforts to improve the investment climate in Ukraine. Council representatives also covered in detail the areas of tax mediation and recovery policy, while simultaneously discussing the acute challenges faced by enterprises in frontline regions with local entrepreneurs. As part of the meeting, Volodymyr Kutsenko, Senior Investigator, presented the tax mediation tools applied by the Business Ombudsman Council to efficiently resolve conflicts between taxpayers and regulatory authorities. According to him, complaints regarding repeated tax audits currently remain among the most frequent requests from entrepreneurs. The speaker emphasized that mediation is a strictly confidential process, primarily aimed at fostering mutual understanding and reaching a practical, pre-trial settlement between the parties. Special attention was paid to the post-war recovery of Ukraine and support for the private sector. Dmytro Polianskyi, Senior Recovery Manager, presented the teams work, which focuses on removing systemic barriers for business in the fields of construction, public procurement, and critical infrastructure. Based on the analysis of these cases, the Business Ombudsman Council actively develops practical recommendations for central executive authorities. The institutions representatives also explained in detail the mechanisms for reviewing complaints through the operation of specialized expert groups and regular rounds of meetings with the leadership of tax and law enforcement agencies. The joint discussion also focused on the viability of doing business in frontline regions. Vira Savchenko, Co-Chair of the EBA Dnipro Coordination Council, emphasized the need to develop additional government incentives and special support programs for companies that continue operating under heightened military risks. She also presented the new edition of the “White Paper”. We sincerely thank the Business Ombudsman Council for this open dialogue and their readiness to further cooperate on joint initiatives.
