Meeting of the EBA Ukraine Recovery Committee with representatives of the DREAM platform

  The EBA Committee on Recovery of Ukraine met with representatives of the DREAM platform, in particular, Deputy Minister for Communities, Territories and Infrastructure Development of Ukraine Oleksandra Azarkhina and Head of the platforms project office Viktor Nestulia. DREAM is a digital ecosystem for transparent recovery management, and the EBA has been actively supporting the need for its creation. Currently, the platform is being implemented as part of a pilot project envisaged by Government Resolution 1286. Therefore, some of its functionality is still being developed, such as the business opportunity block, which in the future should contain information on all available tenders (not only government but also from donors) for the reconstruction of certain facilities. DREAM also has ambitious goals for further development and improvement. For example, starting in 2024, the use of DREAM should become mandatory for all initiators of recovery projects, and the platform itself should evolve into a bank of public investment projects that will reflect not only the list of priority projects but also the results of their evaluation, monitoring, and project completion reports, etc. The key client of the platform is local governments and local communities. Currently, the platform already features 2312 recovery projects from 639 Ukrainian communities. Investment projects from businesses are not placed on the DREAM platform. Therefore, representatives of the EBA Committee suggested that representatives of the project office offer businesses that contact them to place their projects on the EBA Investment Map, which has no such restrictions and includes both business and municipal projects. The participants also agreed to hold an additional working meeting to explore the possibilities of secure data exchange between both platforms. The EBA Recovery Committee is grateful to the Ministry for Communities, Territories and Infrastructure Development of Ukraine and the DREAM Project Office for their openness to dialogue.
