EBA–NAСP meeting on the Transparency Register

  On 8 August, the European Business Association’s Advocacy Committee met with representatives of the National Agency on Corruption Prevention to discuss the list of lobbying areas and the readiness of the Transparency Register. NACP presented the logic behind forming the list of 27 areas, based on the division of responsibilities among the committees of the Verkhovna Rada. When submitting reports, the relevant area will need to be selected according to the profile parliamentary committee or the drafting authority. A guidance document with clarifications is planned, to which, at our request, examples for defining areas will be added. As for the Transparency Register itself, it is currently undergoing testing, with the official launch scheduled for 1 September. During the meeting, Committee representatives were able to see how the system will work and agreed on further cooperation in this area. Registration in the Register will become mandatory from the actual start of lobbying after 1 September. Lobbying without registration will be illegal. The first report will cover the period up to the end of 2025, with submission due by the end of January 2026. We thank NACP for their continued constructive dialogue and readiness to take business proposals into account!
