Advocacy achievements of the week

26/ 11/ 2021
This week brought to our community positive news in the field of logistics, industrial environment, electronic payments. SRS returned to the MIU a preliminary Draft Order regarding Limitation of Service Period of Cars The State Regulatory Service of Ukraine considered the comments received to the draft order, in particular from the Logistics Committee of the Association, and returned to the Ministry of Infrastructure the preliminary draft order “On approval of the Procedure for diagnostic, repair and registration operations aimed at extending technological railway transport, intended for the movement of goods for production purposes within the territory of such enterprises), set by the manufacturer, the terms of continuation of the operation of such cars.” Draft law №5766 is recommended to revision At the end of the week, the VRU Ecocommittee recommended that the Parliament adopt draft law №5766 as a basis in the first reading and reject the alternative draft law №5766-1. Moreover, the Committee proposes to remove the provisions on the Emerald Network from the current version of the document before the second reading. It was also proposed to review some other issues related to the criteria for refusing the issuance of EIA conclusions. The European Business Association supports this decision, and once stressed that both draft laws, apart from positive amendments, contain a range of ambiguous provisions, including increased requirements for the content of EIA reports, which will both increase the time of EIA consideration and create grounds for bias by the authorities. We hope that the promised changes will be made in the final version of draft Law №5766. Business proposals were included in NBU Resolution №351 Earlier, the European Business Association proposed to provide banks with the possibility to use personally identifiable information obtained from BankID System for credit documentation. This proposal was included in NBU Resolution №351 On approval of the Regulation on determining the amount of credit risk by banks in active banking operations. The European Business Association thanks the authorities for listening to the positions of our community. We hope that the voice of business will continue to be heard!
