Advocacy achievements of the week

  The current week has been productive in terms of decisions in favor of business. There was good news in the spheres of industrial ecology, consumer electronics, food, and grain. Besides, it was possible to prevent negative tax changes which would significantly worsen the conditions for doing business in Ukraine. The Verkhovna Rada did not consider draft law №5600 This week, the Verkhovna Rada of Ukraine did not consider draft law №5600 on balancing budget revenues in the second reading. Earlier, the European Business Association appealed to MPs not to support the draft law and sent its comments on the most critical amendments that need to be taken into account during its consideration. The business emphasizes that the draft law does not take into account the position of the business, ignores the principles of stability, the possibility of long-term planning, and predictability of public policy, and will have a negative impact on honest taxpayers. Ukrainian legislation on energy efficiency has been updated for the first time since 1994 On October 20, the Verkhovna Rada supported draft law №4507 on energy efficiency. It is a framework document that will promote the implementation of European best practices in the field of energy efficiency during the production, transportation, transmission, distribution, supply, and consumption of energy. The changes provide for the introduction of the obligation to consider energy efficiency indicators at various levels of public policy, as well as the development of local energy plans along with the National Action Plan on Energy Efficiency, which will take into account regional specifics. Besides, for the first time, framework requirements for eco-labeling and eco-design of energy products are being set and measures are being taken to encourage household consumers to use energy more efficiently. Baby food in Ukraine will be brought into line with EU requirements The Verkhovna Rada adopted in the second reading the Law “On Amendments to Certain Legislative Acts of Ukraine Concerning the Harmonization of the Legislation of Ukraine in the Field of Childhood Nutrition with EU Legislation” №4554, which was actively developed and finalized by the EBA experts. Thanks to this draft law, state regulation of baby food will be modernized while the outdated and ineffective approaches will be abolished, and requirements for baby food will be strengthened to the level that exists in the European Union. The Verkhovna Rada adopted as a basis the draft Law On Amendments to the Laws of Ukraine On Protection of Plant Variety Rights and On Seeds and Planting Material The purpose of the draft law is to improve a number of provisions in regulations that complicate the examination of new plant varieties and their state registration, which results in a complex, unpredictable, and time-consuming process of acquiring rights to the plant variety. Wheat export volumes have been agreed The European Business Association announces that the maximum export volumes of wheat for the 2021/2022 marketing year were approved. According to the annex to the Memorandum, the maximum volume of wheat exports was agreed at the level of 25.3 million tons (for all classes). This document is one of the factors in maintaining the balance between domestic grain consumption and export opportunities. Stability and predictability are key priorities for Ukraine and one of the main factors of national and food security. This week, the Verkhovna Rada of Ukraine did not consider draft law №5600 on balancing budget revenues in the second reading. Earlier, the European Business Association appealed to MPs not to support the draft law and sent its comments on the most critical amendments that need to be taken into account during its consideration.

Ukrainian legislation on energy efficiency has been updated for the first time since 1994

On October 20, the Verkhovna Rada supported draft law №4507 on energy efficiency. It is a framework document that will promote the implementation of European best practices in the field of energy efficiency during the production, transportation, transmission, distribution, supply, and consumption of energy.

The Verkhovna Rada adopted in the second reading the Law “On Amendments to Certain Legislative Acts of Ukraine Concerning the Harmonization of the Legislation of Ukraine in the Field of Childhood Nutrition with EU Legislation” №4554, which was actively developed and finalized by the EBA experts.

Thanks to this draft law, state regulation of baby food will be modernized while the outdated and ineffective approaches will be abolished, and requirements for baby food will be strengthened to the level that exists in the European Union.
