Advocacy achievements of the week

08/ 10/ 2021
Positive decisions were made this week in the fields of agrochemistry, animal health, and IT. Besides, the business received clarification on possible rules that will apply to companies and individuals in the event of strengthened quarantine. About 200 modern CPPs and fertilizers were recommended for registration This week, there was a meeting of the Scientific Expert Council on the development of proposals and recommendations on the possibility of state registration of pesticides and agrochemicals at the Ministry of Environment. As a result of the meeting, the Council considered and recommended about 200 modern crop protection products for registration. The SRS approved the order of the Ministry of Health on the use of medicated additives in poultry feed The State Regulatory Service has approved the order from the Ministry of Health regarding residues of veterinary drugs in food. Adoption of this order will allow completing the procedure of registration of coccidiostats (medical feed additives for poultry), which was started in 2019. Therefore, the business is waiting for the order to be sent to the Ministry of Justice and hopes for its adoption as soon as possible. Coccidiostats are medicated feed additives used to prevent diseases in poultry feeding. Without the use of these feed additives, the risk of falling (death) of poultry can reach over 80%. They are mainly used in industrial poultry farming, where the health of the birds is critical because the deaths are very massive and abrupt. Imports of coccidiostats stopped in May, their production is currently also impossible due to lack of the registration procedure, and the situation has only worsened since then. The Verkhovna Rada of Ukraine adopted draft Law №5807 On October 8, in the first reading and as a whole, the draft law On Amendments to Certain Laws of Ukraine Concerning the Indication and Submission of Information on the Final Beneficiary Owner and Ownership Structure of a Legal Entity was adopted. As a result, thanks in part to the EBA request, the deadline for submitting information on beneficiaries has been postponed to July 11, 2022. Earlier, it was required that this information be submitted by October 10, 2021 - that is, now. Business welcomes the adoption of this draft as a whole. Business has received information on the rules for the strengthened quarantine This week, the business met with representatives of relevant authorities to discuss the possibility of introducing strict restrictions in the city of Kyiv and Ukraine. The event was joined by representatives of the Kyiv City State Administration, the Public Health Directorate of Ukraine, the State Food and Consumer Service, the State Tax Service Department, the State Regulatory Policy Department, and the Expert Analytical Council of the Ukrainian Analytical Center. During the business meeting, it was announced that restrictions on public transport in Kyiv are currently not planned, and accordingly, there is no need to raise the issue of passes to public transport. At the same time, the vaccination certificate is not considered a pass for public transport. In the event of an increase in lockdown, managers of critical infrastructure companies still have to order passes for their key employees, who will need to go to work to ensure the viability of the city. Besides, the Government does not have the intention now to renew the moratorium on tax inspections. However, the State Tax Service assured that it will comply in case there is a decision to ban inspections of business. The EBA sincerely thanks all the involved government authorities for the constructive dialogue and decisions that allow businesses to continue their work without interruption!
