Meeting of the Odesa City Council Commission: Supporting Entrepreneurship and City Development Strategy

  On March 4, 2025, Kateryna Morozova, Head of the Southern Ukrainian Office of the EBA, joined the Permanent Parliamentary Commission on Communal Property, Economic, Investment, State Regulatory Policies, and Entrepreneurship at the Odesa City Council.  The key topics of discussion included the development of the Program for Supporting and Developing Small and Medium-Sized Enterprises in Odesa, as well as the creation of the Strategy for the Development of the Odesa City Territorial Community until 2027. Representatives of business associations, the entrepreneurial community, and experts participated in the discussion, joining in to address key challenges for business in the region. During the meeting, participants discussed the main aspects of supporting entrepreneurs, potential mechanisms for attracting investment, and the prospects for developing the business environment in the city. Special attention was given to improving conditions for entrepreneurs and their interaction with the city authorities, as well as the need for simplifying regulatory procedures for the development of small and medium-sized businesses.  Kateryna Morozova shared the results of the latest wave of the EBA Regional Business Survey on the conditions of entrepreneurial activity in the regions (including Lviv, Odesa, Kharkiv, and Dnipro). The research helps not only to understand the main challenges faced by businesses, such as significant losses, staff shortages, logistics difficulties, and declining purchasing power, but also to identify key priorities for improving the business environment.Furthermore, Ms. Kateryna emphasized the Investment Map, which provides opportunities for attracting funding to various projects across Ukraine, including in the Odesa region, and highlighted the importance of this tool in attracting the attention of foreign investors. Odesa is a region with high investment potential, and we have all the opportunities to make the city even more attractive for entrepreneurial activity, investment attraction, and job creation.  We thank the Odesa City Council for their willingness to engage in dialogue, and all participants for the meaningful discussion.
