Law 3926-IX and changes in customs practice. The essentials for business

30/ 04/ 2025
On April 29, a professional event was held at Open Space Ternopil for companies engaged in foreign economic activity: Law 3926-IX and changes in customs practice. The essentials for business. The meeting began with a presentation of the 2024 Customs Index delivered by Maryana Lutsyshyn, Head of EBA Lviv-Western Ukrainian Office of The European Business Association. 📊 The index revealed that businesses continue to face challenges when interacting with customs: trust is decreasing, while expectations for transparency and efficiency are increasing. Despite progress in digitalization, entrepreneurs still frequently point to bureaucracy, customs value adjustments, weak communication with officials, and the need to improve tools, including the Single Window system. In the second part of the event, Igor Sokolovskyi, Head of the Customs Committee of the Western Ukrainian EBA Office and Partner at Advice Group, explained key provisions of Law 3926-IX: 🔹 introduction of direct and indirect customs representatives 🔹 new distribution of responsibilities among customs procedure participants 🔹 changes in authorization procedures for customs regimes 🔹 approaches to inspections and anti-corruption mechanisms. 🎤 Moderator of the event — Ruslan Shmakov, co-founder of RIO TRANS. Sincere thanks to: RIO TRANS — for expert support and moderation and the Ternopil Regional State Administration — for facilitating the event.
