General Meeting with Hennadii Zubko, Vice Prime Minister, Minister of Regional Development, Construction, Housing and Communal Services of Ukraine

  The Ministry of Regional Development is a ministry that cares for a very wide range of business-critical issues. It was such a conclusion we came to, meeting today with Gennady Zubko. All the presenters had the opportunity to hear about the current state of reforms in the areas of housing and utilities, energy efficiency and the countrys development at the local level. In particular, in almost two hours time we had time to talk about the labor migration of skilled personnel who are so lacking on the ground, plans for energy efficiency and a reasonable economy of consumption, the prospects for establishing an Energy Efficiency Fund in the near future and the role of business in its work, handling waste plans, plans for introducing new technical solutions for housing and communal services, tax regulation (features of the introduction of a tax on harmful emissions and the need to introduce a single tax for all excisable goods in order to there was no duplication at the local and central levels) and much more. Agreed on the creation of several Working Groups on the basis of the Ministry in various areas: a group on wastewater and aquaculture, a waste management group, as well as a group that would deal with health issues within the competence of the ministry. As Mr. Minister noted: Local government is successful where a successful business, and vice versa, a successful business motivates the success of the government. The Executive Director of the European Business Association agrees with this thesis and insists on a permanent dialogue between the Associations business community and colleagues from the Ministry of Regional Development.
