Discussion on “The Functioning of the Single Window and cargo execution in foreign economic activity”

  Cooperation with regulatory agencies, effective and prompt handling of goods and documentation of all actors of the customs clearance process are very important for business. Therefore, Management of Odesa Customs, Odesa Regional Service of the State Veterinary and Sanitary Control and Supervision at the State Border and Transport, as well as the State Environmental Inspection of the Southwestern Black Sea Region and representatives of transport, logistics, freight forwarding companies and agents of foreign economic activity were invited to take part in the event. According to the business community, the Single Window (SW) mechanism works but there are some significant gaps that need to be corrected. These strongly influence the effectiveness of the SW interface. First of all, this refers to the absence in the SW system of an important element of verification - the Quarantine Service. Secondly, the inability to add more than one transport document during export registration and, thirdly, unduly long cargo execution for exports (24 hours). Also during the discussion, participants talked about problems with products of plant and animal origin cargo execution; no possibility for a freight forwarder to pass control in the SW as an authorized representative of a cargo owner; possibility to pass documentary controls before cargo arrival at the port; and provided some suggestions including on strengthening the coordinating role of the State Fiscal Service in the SW implementation, creating the possibility of transferring control of labeling of SFS wooden containers using the Analysis and Risk Management Automated System. Summing up, the Moderator Victor Berestenko, Chairman of the EBA Odesa Transport Working Group and AIFFU Deputy Director General, emphasized the need for revision of the specific regulations governing the work of the Single Window.
